The New UGC Guidelines for Female PhD Scholar

The University Grants Commission (UGC) has decided to allow women pursuing a PhD program to carry out research work from their place of residence within the same city. This decision comes after much deliberation by the UGC guidelines and will benefit PhD scholars in various ways. 

The University Grants Commission (UGC) has notified some guidelines for women pursuing a PhD program. 

The University Grants Commission (UGC) has issued a notification for female PhD scholars. The guidelines are as follows: 

  1. A woman should not be denied admission to any higher educational institution, irrespective of her academic credentials or experience. 
  2. When there is no other option available, merit will be considered as an essential criterion in determining the number of eligible candidates for admission into a particular course/program or university with a reservation system in place.

The University Grants Commission (UGC) has decided to allow women pursuing a PhD program to carry out research work from their place of residence within the same city. This would be in addition to their regular duties as teachers, lecturers or researchers if they are working outside Delhi. 

 

 

The option of carrying out research at home has been extended under two conditions: firstly, that it should not interfere with any other commitment; secondly, there should be no financial loss due to this arrangement being made available only for students in Delhi who are studying at universities located within its boundaries. 

Why are these guidelines initiated by the University Grants Commission (UGC)? 

The University Grants Commission (UGC) is a statutory body under the Ministry of Human Resource Development, Government of India. It was established in 1964 with the objective of promoting excellence in higher education and research by identifying talent and facilitating its development through appropriate measures. 

Although there has been some progress on gender parity at different levels across educational institutions (the proportion of female PhD Scholars graduating from undergraduate courses increased from 32% to 37%), there are still significant gaps between male-female ratios in various fields such as engineering & technology, pharmacy, science etc., which need to be addressed urgently if we want India to become a global leader in scientific research. 

Women PhD scholars will also be given maternity leave for a maximum of two years.

It will be granted from the date of admission to the PhD program, or any other period during which you are eligible to apply for it.

  2. Female PhD scholars will also be given maternity leave for maximum of two years after giving birth. This decision will help women scholars to pursue research in higher education sector. 
  3. The decision will help female scholars to complete their PhDs in a safe environment, without any fear of being harassed.
